Prepare the filling: In a bowl, mix minced yak meat, cabbage, carrots, spring onions, garlic, ginger, ground Sichuan peppercorns, and salt. Let marinate for 20 minutes.
Make the dough: Combine all-purpose flour with warm water to form a smooth dough. Knead for 10 minutes, cover, and rest for 30 minutes.
Shape the momo dumplings: Roll dough into small circles, place a spoonful of filling in each, and fold into pleated half-moons or round shapes. Steam for 15 minutes until cooked.
Prepare barley pastries: Mix barley flour with a little water to form a dough, shape into small discs, and fry in yak butter until golden. Brush with honey for a sweet glaze.
Make yak butter tea: Heat brewed black tea, add yak butter and salt, and churn vigorously until frothy. Serve hot in traditional cups.
Arrange the platter: Place steamed momo dumplings and fried barley pastries on a bamboo steamer or plate. Serve with yak butter tea on the side for a complete Tibetan spring festival experience.
