Prepare the crystal dumpling dough: Combine wheat starch and tapioca starch in a bowl. Gradually add boiling water while stirring until a smooth dough forms. Knead for 5 minutes, cover with a damp cloth, and let rest for 30 minutes.
Make the shrimp and bamboo shoot filling: Mix chopped shrimp, diced bamboo shoots, minced pork belly, water chestnuts, soy sauce, sesame oil, white pepper, sugar, and egg whites in a bowl. Stir vigorously in one direction until sticky and well-combined. Chill for 20 minutes.
Prepare the char siu bao dough: Combine flour, yeast, and sugar. Gradually add warm water to form a soft dough. Knead for 10 minutes until elastic. Let rise in a warm place for 1 hour until doubled in size.
Make the char siu filling: Mix diced char siu pork with hoisin sauce. Set aside.
Assemble the crystal shrimp dumplings: Roll the rested dough into a log and cut into small pieces. Roll each piece into a thin, translucent wrapper. Place a spoonful of shrimp filling in the center, pleat the edges to seal, and form a crescent shape. Repeat for 12 dumplings.
Shape the char siu bao: Punch down the risen dough and divide into small balls. Flatten each ball, place a spoonful of char siu filling in the center, and gather the edges to seal, forming round buns. Place seam-side down on parchment paper. Let proof for 20 minutes.
Prepare the vegetarian spring rolls: Sauté shiitake mushrooms, carrots, and bean sprouts in vegetable oil until tender. Season with salt and pepper. Cool slightly, then place a spoonful on each spring roll wrapper, roll tightly, and seal with water. Repeat for 12 rolls.
Steam the dim sum: Line bamboo steamers with napa cabbage leaves. Arrange dumplings and buns in steamers, leaving space between. Steam over boiling water for 10-12 minutes until cooked through.
Fry the spring rolls: Heat vegetable oil to 180°C (350°F). Fry spring rolls in batches until golden brown and crispy, about 3-4 minutes. Drain on paper towels.
Serve: Arrange steamed dumplings, buns, and fried spring rolls in bamboo steamers. Garnish with chopped scallions. Serve immediately with soy sauce or chili oil on the side.
