thinly sliced against the grain

shaoxing wine or dry sherry

In a bowl, combine beef slices with 1 tablespoon soy sauce, shaoxing wine, sugar, white pepper, cornstarch, and 1 tablespoon vegetable oil. Marinate for 15 minutes.
Heat a wok over high heat until smoking. Add 1 tablespoon vegetable oil and swirl to coat. Add beef slices in a single layer and sear undisturbed for 30 seconds, then stir-fry until just browned (about 1 minute). Remove beef and set aside.
In the same wok, add a little more oil if needed. Add sliced garlic and chili peppers, stir-fry for 30 seconds until fragrant.
Return beef to wok. Add remaining 2 tablespoons soy sauce and stir-fry vigorously for 1 minute until well combined.
Drizzle with sesame oil, toss, and serve immediately over steamed rice.
