In a large bowl, mix 2 cups flour with warm water and 1/4 cup oil to form a smooth dough. Cover and let rest for 20 minutes.
In another bowl, combine 1/4 cup oil and 1/2 cup flour to make a soft oil dough. Set aside.
For the filling, mix together sugar, roasted sesame paste, melted butter, and 1/4 cup flour until well combined. Set aside.
Divide the water dough and oil dough into equal portions (8 each). Flatten a water dough piece, place an oil dough piece in the center, and wrap it up like a bun. Seal well.
Roll each filled dough into a long oval, then roll it up from one end. Turn the roll 90 degrees and roll out again into a long strip, then roll up again. Cover and let rest for 10 minutes.
Preheat oven to 375°F (190°C).
Take one rolled dough, press down in the center, and fold the edges toward the center to form a circle. Roll out into a thin circle.
Place a spoonful of filling in the center, gather the edges, and pinch to seal. Gently flatten into a disc.
Brush the top with water and dip in sesame seeds to coat.
Place on a baking sheet lined with parchment paper. Bake for 15-20 minutes until golden brown. Serve warm.
