In a small bowl, dissolve yeast and sugar in warm water. Let sit for 5 minutes until frothy.
In a large mixing bowl, combine flour and salt. Pour in yeast mixture and stir until a dough forms.
Knead dough on a floured surface for about 10 minutes until smooth and elastic. Place in a greased bowl, cover, and let rise in a warm place for 1 hour or until doubled in size.
Meanwhile, prepare filling: In a bowl, mix ground pork, cabbage, green onions, ginger, soy sauce, sesame oil, sugar, and white pepper until well combined.
Punch down dough and divide into 12 equal pieces. Roll each piece into a circle about 4 inches in diameter.
Place a spoonful of filling in the center of each dough circle. Pleat and seal the edges to form a bun.
Place buns on parchment paper squares in a steamer basket, leaving space between them. Cover and let rise for 15 minutes.
Steam over boiling water for 15-20 minutes until buns are puffy and cooked through. Serve hot.
