Prepare the filling: In a bowl, combine chopped shrimp, diced bamboo shoots, cornstarch, salt, sugar, Shaoxing wine, white pepper, sesame oil, and grated ginger. Mix well and refrigerate for 30 minutes.
Make the dough: In a heatproof bowl, whisk together wheat starch, tapioca starch, and salt. Pour in boiling water and stir vigorously with a wooden spoon until a shaggy dough forms. Cover and let rest for 5 minutes.
Knead the dough: Add vegetable oil and knead the dough on a lightly floured surface until smooth and elastic, about 5 minutes. Divide into 2 equal portions and keep covered.
Roll wrappers: Take one portion of dough, roll into a log and cut into 10 pieces. Flatten each piece into a thin round wrapper (about 8cm diameter) using a rolling pin or a tortilla press. Keep wrappers covered to prevent drying.
Assemble dumplings: Place a wrapper in your palm, add about 1 teaspoon of filling in the center. Fold the wrapper in half to form a half-moon, pleating the edge to seal. Repeat with remaining wrappers and filling.
Steam: Line bamboo steamer baskets with parchment paper or cabbage leaves. Arrange dumplings in a single layer, leaving space between them. Steam over high heat for 8-10 minutes until the wrappers are translucent and the filling is cooked through.
Make dipping sauce: In a small bowl, combine soy sauce, rice vinegar, ginger, sugar, and sesame oil. Stir until sugar dissolves.
Serve: Serve the hot har gow immediately with the autumn ginger-vinegar dip. Enjoy as part of a dim sum spread.
